Government and NGO’s: New Forms of Cooperation in Poland and Russia

This policy paper seeks to analyse and compare the institutional bases for various types of cooperation between the state and NGOs in Poland and Russia, in order to recommend to decision-makers and activists the most useful ways of dialogue between the authorities and civil groups. In particular, it considers various ways of cooperation which began to appear a few years ago, such as: open government data, crowd-sourcing collection of proposals and public services for discussions, civil petitions on the internet and official web-channels of feedback. It is really important to evaluate their significance, opportunities and possible threats, as they can help the government build relations in effective and cost-efficient ways with new actors in the public sphere, to create a transparent and citizen-friendly public administration system.
